Pligg is a very specific open source CMS that has received a lot of attention recently:  it was released and then it faded.  If you want to create a social news site like Digg and that is really the only feature you need, use Pligg.  It will take lots of customization to imitate Digg-like features using the other CMS options like Drupal.  If you need more than these features and want to be able to add more stuff to this later on, pick something else, Pligg is a very limiting CMS that is a super optimized  social bookmarking open-source (free) Digg.com clone.
